Jon Askins serves as the Law Enforcement Liaison (LEL) for FDOT District 5. He retired as a Captain with the Winter Park Police Department in 2017 after more than 25 years of service as a sworn officer. Jon has trained law enforcement officers across the U.S. with the International Association of Directors of Law Enforcement Standards and Training (IADLEST), helped develop training standards with the Florida Department of Law Enforcement (FDLE), and contributed to pedestrian and cyclist safety programs in collaboration with the Institute of Police Technology and Management (IPTM). He has also served as an instructor for the Florida Attorney General’s Crime Prevention Training Institute and served as a certified Crime Prevention Practitioner, specializing in wayfinding and public safety in areas where vehicles and pedestrians share public spaces. Jon holds a B.A. in Criminal Justice Administration and is a Past President of the Fraternal Order of Police Lodge 64.
As the District 5 LEL, Jon partners with and supports approximately 59 law enforcement agencies across seven North Central Florida counties in their traffic safety efforts. His responsibilities include facilitating and promoting participation in state and national traffic safety initiatives, serving on state traffic safety coalitions and Community Traffic Safety Teams (CTSTs) within the district, assisting agencies in acquiring and managing grants to address traffic safety needs or expand programs, and coordinating the exchange of critical information, such as officer training, crash data, safety and sobriety checkpoints, and legal updates. He also fosters interagency coordination, conducts training sessions and networking meetings, and implements traffic safety mobilizations, including Click It or Ticket, Drive Sober or Get Pulled Over, and Operation Southern Slow Down.
