Janice Martinez serves as the Law Enforcement Liaison (LEL) for FDOT District 1. She has nearly 30 years of law enforcement experience. She began her career in 1995 with the Haines City Police Department as a dispatcher and Intoxilyzer Operator before joining the Florida Highway Patrol in 1997, where she was stationed in Troop C, Polk County. Throughout her tenure in the Tampa Bay area, Janice held several roles, including traffic homicide investigator, midnight shift commander, and traffic homicide supervisor. As the District 1 LEL, Janice actively serves as member of Florida's Teen Safe Driving Coalition.
As the District 1 LEL, Janice partners with and supports approximately 49 law enforcement agencies across 12 Southwest Florida counties to strengthen traffic enforcement and engagement initiatives. Her responsibilities include facilitating and increasing agency participation in campaigns such as Click It or Ticket, Drive Sober or Get Pulled Over, and Operation Southern Slow Down; coordinating high-visibility enforcement operations, press conferences, and public safety events; conducting training sessions and Local Area Network (LAN) meetings; and assisting agencies in securing and managing grant funding to enhance traffic safety programs. She serves on state traffic safety coalitions and Community Traffic Safety Teams (CTSTs) throughout the district and manages the exchange of critical information, including officer training, crash data and trends, checkpoint planning, and legal updates, as well as evaluating law enforcement contributions to traffic safety initiatives, policies, education efforts, and enforcement activities through the Florida Law Enforcement Traffic Safety Challenge.
