Juan Cardona serves as the Law Enforcement Liaison (LEL) for FDOT District 2. He has nearly 35 years of law enforcement experience. Juan began his career in 1992 with the Arlington County Police Department in Virginia as a Patrol Officer. In 1994, he joined the Prince George's County Police Department in Maryland, where he served as a Special Victims Unit Investigator and as a Hostage Negotiator. He also served as the Traffic Safety Grants Coordinator for the National Sheriffs' Association until 2006. As the District 2 LEL, Juan is an active member of Florida's Impaired Driving Coalition.

 

As the District 2 LEL, Juan partners with and supports approximately 52 law enforcement agencies across 18 Northeast Florida counties to strengthen traffic enforcement and engagement initiatives. His responsibilities include facilitating and increasing agency participation in campaigns such as Click It or Ticket, Drive Sober or Get Pulled Over, and Operation Southern Slow Down; coordinating high-visibility enforcement operations, press conferences, and public safety events; conducting training sessions and Local Area Network (LAN) meetings; and assisting agencies in securing and managing grant funding to enhance traffic safety programs. He serves on state traffic safety coalitions and Community Traffic Safety Teams (CTSTs) throughout the district and manages the exchange of critical information, including officer training, crash data and trends, checkpoint planning, and legal updates, as well as evaluating law enforcement contributions to traffic safety initiatives, policies, education efforts, and enforcement activities through the Florida Law Enforcement Traffic Safety Challenge.
